Se puede estar de acuerdo o no con nuestra propuesta, rechazarla, mejorarla en sus errores, o proponer una alternativa mejor a partir de la reflexión sobre la misma… Pero nos encontramos ante una tergiversación y adulteración descarada de nuestra propuesta por parte gobiernos y sindicatos. En realidad, muy pocos la conocen cuando se muestran a favor o en contra. Esto hace que se nos atribuyan afirmaciones que rechazamos, como la de dar la Renta Básica a los inmigrantes y demás. Abundan buena voluntad política y leyes para intervenir en los problemas citados, pero resulta imposible tener éxito en su afrontamiento sin una economía liberada de la obsesión por el empleo, error que propicia chantajes, corrupciones, escándalos y fracasos sonados como el actual incumplimiento de los compromisos de Kyoto o de los Objetivos del Milenio fijados por la ONU. La Teoría Alternativa aporta esa libertad y adaptación a la nueva realidad, lo que permite combinar empleo necesario, beneficio empresarial, provecho social y cuidado del medio.
ARENCI ha llevado su propuesta de Renta Básica al ámbito institucional español (asociaciones, sindicatos y partidos políticos, Autonomías y Congreso de los Diputados); al Parlamento Europeo; y al ámbito mundial a través del Fondo Monetario Internacional siendo, por entonces, su director D. Rodrigo de Rato. Tres comisiones del europarlamento admitieron a estudio dicha propuesta, a instancia de ARENCI (petición nº 112/2006): la de Empleo y Asuntos Sociales, la de Presupuestos y, más recientemente, la de Medio Ambiente. Esta última hizo constar, a través de la Dirección General de Medio Ambiente, que el concepto de «economía racionalizada» de ARENCI es el objetivo global que guía la acción de dicha Dirección General: «Una economía que consiste en razonar sobre el proceso económico y buscar medidas concretas que permitan la distribución de la riqueza y a la vez mantengan la dinámica de crecimiento económico, haciéndolo sostenible desde el punto de vista medioambiental» (Artur Runge-Metzger, Bruselas, 7/2/2007).
El Congreso de los Diputados aprobó, el pasado 28 de abril de 2009, por unanimidad, la creación una subcomisión de estudio sobre Renta Básica de Ciudadanía; lo cual se incluye entre los objetivos institucionales de ARENCI. Con la próxima presidencia española de la Unión Europea, se abre la posibilidad de trasladar la idea de la Renta Básica al ámbito internacional y de lidera desde España, por primera vez en muchos años, el proceso europeo y la reciente lucha global contra los efectos del crac de 2008. ARENCI presenta la Renta Básica como una iniciativa razonable, de carácter técnico, progresivo e innovador. La Teoría Alternativa permite fundamentar la propuesta de Renta Básica desde planteamientos rigurosamente económicos, sin que dicha medida pierda por ello un ápice de repercusión en todos los ámbitos del espectro social: económico, político, cultural y demográfico, o los que cada cual quiera señalar. Se esperan de ella efectos positivos: en materia de dinamización económica, cohesión social, preservación medioambiental y desarrollo sostenible, en el marco de una economía social de mercado. Todo ello en consonancia con la apuesta que cerraba el último de los tres compromisos esenciales del Sr. José Luis Rodríguez zapatero, en su carta electoral para marzo de 2004: “el crecimiento económico equilibrado, no para beneficio de minorías, sino para lograr una sociedad más justa y próspera para todos”. El tema está sobre las mesas de trabajo, sólo aguarda el coraje y la voluntad política necesarios para su tratamiento.

Estimado Oroel: He leído una larga disputa dialéctica en la que Ud. aparece en liza con unos comentaristas, en mi opinión, excesivamente ofensivos y bastante sectarios. Le felicito porque Ud. Me parece una de esas personas con las que se puede debatir racionalmente, pues, al contrario de la mayoría de sus oponentes, da argumentos. Entré en su blog a través del enlace que Ud. nos proporcionó y he visto que ayer escribió Ud. de La crisis tal como se veía el año pasado. Y, desde luego, acierta Ud. en su crítica implícita al Gobierno de Zapatero. Pertenezco a una asociación leonesa que, desde hace años, viene hablando y proponiendo alternativas en el campo de la economía política y tratando con los partidos políticos que nos han querido escuchar. Hemos previsto hace años la crisis y la depresión que se veía venir y hemos propuesto medidas preventivas de tipo fiscal. Pero nadie nos hizo caso cuando, si ya no se podía evitar, al menos sí se podría aminorar su coste y dirigir las soluciones por caminos más acertados, sin repetir errores del pasado que, pasado un tiempo, nos llevarán a otra nueva crisis.
Nuestra mayor aportación es una nueva teoría económica que supera, incluyéndolos, liberalismo y keynesianismo; y que denominamos “Teoría Alternativa”. La teoría se expone en el libro Ramiro Pinto Cañón: “Los Fundamentos de la Renta Básica y la ‘Perestroika’ del Capitalismo” (Madrid 2003). Posteriormente, desde la Asociación Renta Ciudadana de León (ARENCI) hemos seguido profundizando en las consecuencias de la mencionada teoría, y en las posibles vías de financiación de la medida, partiendo de la realidad económica realmente existente y defendiendo, en todo caso, la función benéfica del mercado y la necesidad de practicar una verdadera Economía Social de Mercado, bajo el lema de: “renta y libertad” o de “Renta Básica, más mercado y menos subvención”. La nueva teoría prescinde del pleno empleo, tanto a priori como a posteriori, para encajar en el mercado laboral sólo el trabajo necesario y el valorado en sus términos correspondientes, decididos por la oferta y la demanda. Dicha teoría da fundamento teórico a una medida estrictamente económica conocida como Renta Básica de Ciudadanía; y se presenta como la única teoría, hoy por hoy, capaz de dar fundamento económico a la lucha contra el cambio climático, al desarrollo sostenible y a la cohesión social, por medio de dicha medida, en el marco de una economía social de mercado.
La Renta Básica de Ciudadanía que ARENCI propone consiste en dar a cada ciudadano residente de pleno derecho -no a los extranjeros- un dinero para la subsistencia, independientemente de su situación laboral o de cualquier otra circunstancia. La cantidad a percibir, individual y mensualmente devengada, se modulará según la edad del perceptor y será una constante al compás del PIB que se establece sobre el umbral de la pobreza (el 50% de la renta media del área geográfica de referencia, 650 € para la zona euro en diciembre de 2009).
El papel del sistema de bancos centrales, y la estrategia de financiación de la renta Básica través de un IVA europeo homologado y de una tasa sobre la especulación (Impuesto sobre el Valor Monetario Añadido), con la consiguiente reforma fiscal, se explican en varios artículos y cuadernos de estudio y debate de ARENCI, posteriores al libro de Ramiro Pinto sobre Los Fundamentos de la Renta Básica.
